The real business is turning Venezuela into a technology powerhouse fed by the cheapest energy on the continent. Venezuela holds 303 billion barrels and 18 GW of hydroelectric potential. Today it produces only 0.8% of global output despite controlling 18% of reserves.

1. Rebuild energy (oil + hydro) → Generates revenue (USD 60/bbl) + cheap electricity (Guri 10,200 MW)
2. Cheap energy attracts BigTech → Amazon invested USD 4,000M in Chile. Microsoft USD 2,700M in Brazil
3. BigTech generates an ecosystem → Engineers, startups, services, tech education
4. Ecosystem diversifies the economy → Oil drops from 95% to <40% of exports

The Radical Innovation: Pre-Seed Without Government

The Pre-Seed round launches WITHOUT a government and WITHOUT oil. The diaspora of 7.9 million funds the platforms as a private startup. When the government and oil come online, the structure already exists.
