From 5 Special Zones to 1 Startup-Friendly Country

In a nutshell

Zones across the country where tech companies pay zero taxes for 10 years. The idea: attract data centers, startups, and global companies with the cheapest energy on the continent. Venezuela as the Singapore of Latin America.

Velez's critique (Nubank)

"5 ZEETs sounds like free trade zones from the '90s. What works today is an ENTIRE COUNTRY that's startup-friendly. Estonia doesn't have special zones β€” the WHOLE country is a special zone."

The critique is correct. Special zones create two Venezuelas: one with 0% tax and fiber, another with bureaucracy and blackouts. The destination is to make the entire country a special zone. But you can't do that in year 1 when 40% don't have stable internet.

Strategy: ZEETs β†’ Full Country

PhaseScopeWhat happensTimeline
Phase 1: Concentrate5 ZEETs (pilot cities)Infrastructure, security, fiber, Starlink concentrated. Prove it worksYears 1-3
Phase 2: Expand15 citiesReplicate the ZEET model to every city >100K inhabitants. Tax benefits extendYears 3-5
Phase 3: NationalizeEntire country0% tech tax, registration in 20 min, fast-track visa, digital identity β€” for ALL of Venezuela. ZEETs cease to exist because they're no longer neededYears 5-7

Year 7 goal: ZEETs disappear because all of Venezuela is a ZEET.

Phase 1: The 5 Pilot Cities (Years 1-3)

Guayana DigitalCiudad GuayanaData centers, cloud, AI trainingGuri 10,200 MW β€” cheapest energy in the hemisphere

Valencia Innovation HubValenciaHardware, robotics, manufacturingExisting industrial infrastructure

Infrastructure per ZEET (year 1)

ComponentSolutionCost per ZEETTotal 5 ZEETs
InternetStarlink Business (350+ Mbps) + local fiberUSD 1-3MUSD 5-15M
Coworking100-500 seats, 24/7, air conditioningUSD 2-5MUSD 10-25M
EnergyPriority connection + solar backup + batteriesUSD 3-5MUSD 15-25M
Security24/7 secure zone, cameras, reformed policeUSD 1-2MUSD 5-10M
TotalUSD 35-75M
USD 35-75M to launch 5 tech hubs

That's 0.01% of the total plan. If each hub produces 1 successful startup that employs 100 people at USD 1,500/month, the ROI is immediate. Spotify didn't need a free trade zone in Sweden β€” but Sweden already had internet, security, and a digital state. Venezuela needs to concentrate those first.

Phase 3: All of Venezuela = Estonia (Year 5-7)

When the 5 ZEETs prove the model works, benefits expand to the entire national territory:

BenefitIn ZEET (year 1)Nationwide (year 5-7)Reference

Global e-ResidencyDoesn't existAnyone in the world can open a Venezuelan company online without setting foot in the countryEstonia e-Residency: 100K+ e-residents

Venezuelan e-Residency (year 5+)

Estonia has 100,000+ e-residents from 170 countries who open Estonian companies without living there. They generate ~EUR 100M+ in economic activity (e-Residency).

Venezuela with e-Residency + dollarization + 0% tech tax + cheap energy could attract:

The pitch for Velez

"We're not creating 5 free trade zones. We're creating 5 laboratories to test the model that then gets applied to the entire country. By year 7, the ZEETs disappear because they're no longer needed β€” all of Venezuela is Estonia with a beach, oil, and the cheapest energy in the hemisphere."
